Enoch 101:1-9

Enoch exhorts the righteous to fear God and obey His commandments, warning that disobedience brings divine punishment through withheld rain and wrath....

Consider the heaven, all you sons of heaven, and every work of the Most High, and fear him, and do not do evil in his presence.

If he shuts the windows of heaven and withholds rain and dew so that it does not come down upon the earth on your account, what will you do?

And if he sends his wrath upon you and upon all your deeds, are you not the ones who must entreat him? For you speak great and hard things against his righteousness; therefore you shall have no peace.

Do you not see the captains of the ships, how their vessels are tossed by the waves and shaken by the winds, and come into distress?

And because of this they are afraid, for all their goodly property goes out with them upon the sea, and they forebode no good in their hearts, because the sea may swallow them up and they perish in it.

Is not all the sea and all its waters and all its motion the work of the Most High? And he has set a seal upon all its workings and bound the whole of it with sand.

At his rebuke it dries up and is afraid, and all its fish die, and everything that is within it. Yet you sinners who are upon the earth do not fear him.

Is it not he who made heaven and earth and all that is in them? And who has given learning and wisdom to all that move upon the earth and to those in the sea?

Do not the captains of the ships fear the sea? Yet the sinners do not fear the Most High.
